Three Penn Yan residents have been indicted in an alleged heroin ring operating from Penn Yan to Rochester. 22-year-old Justin Woodruff and 21-year-old Trevor Spoor are each charged with two counts of third-degree criminal sale and possession of a controlled substance, and 24-year-old Amanda Fultz also faces charges.Investigators say the trio had been driving to Rochester to buy the heroin, then bringing it back to Penn Yan to sell. Police say more arrests are pending. Fultz is also facing other charges in connection with the alleged passing of bad checks at several area businesses.UPDATE: A 4th Penn Yan resident is charged in the alleged Rochester to Penn Yan heroin operation. 20-year-old Tyler Spoor is charged with 2 counts each of criminal possession and sale of a controlled substance. All 4 are being held in Yates County Jail without bail.
