A Seneca County Grand Jury has voted a three-count indictment against Francis Mingle charging him with intimidating a victim or witness in the third degree (class E felony), criminal contempt in the first degree (class E felony) and aggravated harassment in the second degree (class A misdemeanor). The indictment alleges that on September 17, 2010, Mingle, while at the Seneca County Law Enforcement Center, sent a letter containing threatening language to an individual in violation of an order of protection that prohibited Mingle from communicating with the victim. At the time of the incident, Mingle was serving a jail sentence on an unrelated conviction. Mingle and the victim reside near each other on Waterloo-Geneva Road in the Town of Waterloo. Mingle, 66 years old, had previously been arrested for harassing the victim.
