On Tuesday, November, 23rd, 2010, the Waterloo Police Department arrested James E. Bounds, 42, of 330 East Main Street, Waterloo, NY 13165 for criminal mischief 4th degree, harassment 2nd degree and unlawful possession of marijuana following an investigation into a domestic disturbance at the residence just after midnight. It is alleged that Bounds pushed a female several times and then punched her on the side of the face during an argument inside the residence. During the altercation, Bounds also damaged a dresser belonging to the female when he threw it out the front door onto the porch. Bounds was arraigned in the Waterloo Village Court and held in the Seneca County Correctional Facility on $1000.00 bail. He is to reappear at a later date to answer to these charges. A class “A” order of protection was issued for the female victim.
