On 08/28/2010 at approx. 1:40 PM Seneca Falls Police arrested Shana N. Barto, age 22 from 1824 Auburn Road Lot#C Seneca Falls, NY for Escape in the third degree; Resisting Arrest; Obstructing Governmental Administration; Disorderly conduct; and Harassment in the 2nd degree. The arrest stems from a domestic incident on West Bayard Street near Bridge Street where a Seneca Falls Police Officer witnessed Barto slap a male subject across the face with an open hand. Upon Police investigating the incident Barto became belligerent to officers. Officers separated the two subjects and Barto was advised numerous times by Officers to remain in one location while the investigation was being conducted. Barto continued to approach the male subject she was involved in the domestic with and yelled, screamed, and swore at him. Officers then advised Barto that she was under arrest. Barto then refused to comply with Officers orders to place her hands behind her back and when Officer attempted to place handcuffs on Barto she began to resist. Barto was handcuffed after a short struggle. While Officers were transporting Barto back to the patrol vehicle from the scene of the domestic, Barto began to resist with Officers again and at one point sat down in the middle of West Bayard Street and refused to get up when instructed. While Barto was on the roadway she slipped one of her hands out of the handcuffs and once again refused to comply with Officers orders. Barto was then pepper sprayed by Officers as she slipped the second handcuff off her hand, Threw the handcuffs, and began to run. After a short foot chase and struggle, Officers were able to apprehend Barto once again and place her into custody. While Barto was in the backseat of the patrol vehicle she slipped the handcuffs once again and began banging on the inside of the patrol vehicle. Once at the Seneca Falls Police Department Barto was taken out of the patrol vehicle and placed in a holding cell.Barto was arraigned in the Seneca Falls Town Court in front of Judge Laird and committed to the Seneca County Correctional Facility on $5,000 cash or $10,000 Ins. Bond. Barto is scheduled to re-appear in Seneca Falls Town court on September 8th, 2010 at 10:00 AM. The Seneca Falls Police were assisted by the New York State Police, Seneca County Sheriffs department, and the Waterloo Police Department.
