On 9/8/09 @ 9:30 pm, Waterloo Police arrested Richard I Riley, age 39, of 42 Fayette St, Waterloo, on charges of Menacing 2nd, Criminal Mischief 4th and Endangering the Welfare of a child. Riley is accused of threatening a Waterloo resident with a knife while in the presence of a 9 y.o. child. He is also accused of taking a phone away from the victim as they attempted to call for help.Riley was arraigned in Waterloo Village Court and sent to SCCF on $750 / $1500 bail, to reappear on 10/7/09.
