The Waterloo Police Department reports the arrest of Thomas A. Clingerman, 40 of 7043 River Rd. Cayuga, NY 13034 for Harassment in the second degree, Assault in the third degree, Driving While Intoxicated (Felony), and Aggravate Unlicensed Operation in the first degree. The charges stem from a Domestic Incident in which it was alleged that Clingerman slapped a female and did punch a male. Clingerman allegedly drove to the residence from his home. Clingerman was arraigned in the Waterloo Village Court and was remanded to the Seneca County Correctional Facility in lieu of $25,000 cash or $50,000 secure bond. Clingerman is due back in court in September to answer the charges.
