Arrest in Seneca Falls after dog kills cat

On May 18th, 2009 at approx. 10:25 PM Seneca Falls Police arrested Penni B. Orlando, age 48 from 34 Garden Street Seneca Falls, NY for Obstructing Governmental Administration and two Village Code Violations consisting of, Dog Running at Large and Harboring More Than Three Dogs without a license/permit. The arrest stems from an incident on May 5th, 2009 when Seneca Falls Police were called to the area of Shamrock Ave for a report of a dog that had just killed a cat. When Police arrived the dog still had the deceased cat in its mouth and shortly after arriving Seneca Falls Police were able to get the deceased cat away from the dog. The Dog Control Officer arrived on scene and Officers attempted to detained the dog without success. A short time later the Dog Control Officer located the dog behind a residence at 34 Garden Street which was later discovered to be the residence where the dog owner resides. A subject at the residence was able to place the dog back into a crated area where the dog originally escaped from. Further investigation by the Dog Control Officer and the Seneca Falls Police Department showed that the dog that escaped and another dog that also lived at the above address in the same penned area looked to be malnourished. A Seneca County SPCA Investigator was contacted and an investigation was started into a possible animal cruelty case. A short time after Police and the Dog Warden cleared the scene a SPCA Investigator showed up at 34 Garden Street to observe the allegations received by this department. Upon arrival of the SPCA Investigator the two alleged malnourished dogs were unable to be located at the residence. Seneca Falls Police contacted Penni B. Orlando for further interview and discovered that Orlando was removing the two dogs out of State to Pennsylvania. Orlando was advised to return the dogs back to the residence until the investigation was complete and Orlando declined to do so. A couple days later Orlando was again contacted by the Seneca Falls PoliceDepartment and questioned about where the animals are and Orlando refused to cooperate with the Police and tell them where the two dogs were.Orlando was arraigned in the Town of Seneca Falls Court in front of Judge Mahoney and ROR’ed to appear on May 27th, 2009 at 10:00 AM.
