Sullivan named new Seneca County Undersheriff

SullivanSeneca County Sheriff Jack S. Stenberg announces that he has appointed Gary S. Sullivan, a thirty two year law enforcement veteran of Seneca Falls, New York to the position of Seneca County Undersheriff effective 12/01/08.Gary began his law enforcement career with the Ontario County Sheriffs Department in the 1976 serving in both the jail and communications sections. In October 1978, he was appointed a Patrolman with the Seneca Falls Police Department, and was promoted to the rank of Sergeant a few years later. Gary served in that capacity until his retirement in October 1998.Upon his retirement, Gary was immediately hired and appointed by the New York State Insurance Superintendent as an investigator with the NYS Insurance Frauds Bureau (IFB). The IFB is the law enforcement arm of the State Insurance Department whose mission is the detection, apprehension and prosecution of persons or entities who commit insurance fraud in the State of New York. He was initially assigned to the Syracuse Office of the IFB where he had an immediate impact by partnering with the Onondaga County District Attorney’s Office; NYS Workers Compensation Fraud Inspector General’s Office; State and local police agencies; and private insurance carriers to conduct insurance fraud sweep round-ups of dozens of people cheating the NYS Workers Compensation System. Gary was subsequently promoted to Senior Investigator and was put in charge of the Rochester IFB office. He has conducted hundreds of complex insurance fraud investigations involving millions of dollars, and has saved insurance carriers equally the same in fraudulent claims. He has assisted in homicide, arson for profit, and every imaginable scam perpetrated by insurance cheaters. His expertise in this field is frequently called upon by law enforcement agencies throughout the State of New York. He holds an A.A.S. in Criminal Justice from Cayuga County Community College, a B.S. in Criminal Justice from Syracuse University and a one year certificate in Fire Protection Technology from Corning Community College.He has been a member of the Adjunct Faculty at the New York State Academy of Fire Science in Montour Falls, New York for the past twenty-five years. During that time, as a noted expert, he has instructed thousands of fire investigators from throughout the world, the latest techniques and protocols as it relates to the investigation of fire cause and origin. Gary is a Past President of the New York Chapter of the International Association of Arson Investigators, a 900 member organization made up of Local and State police officers of all ranks, fire officials and investigators from both volunteer and career fire departments, federal agents and Assistant District Attorneys. He spearheaded efforts to totally revamp and reform the way the association conducted its’ business, setting it well on the course to be the preeminent fire service organization that it is today.He has lectured at the College level at Finger Lakes Community College, Cayuga Community College and Keuka College on the topics of insurance fraud and arson. He has lectured at numerous Arson and Insurance Fraud Seminars from Long Island to Buffalo. He taught Constitutional Law as an adjunct instructor for a semester at Cayuga County Community College in Auburn New York Certified as a Level II fire investigator by the NYS Office of Fire Prevention and Control, he is most proud of his work as a member of the Certified Fire Investigator Program Committee of the International Association of Arson Investigators. As a critical member of this committee, Gary helped establish training, education and experience criteria along with testing requirements for the certification of fire investigators world-wide. The work done by Gary and that of others has formed the foundation for the most recognized, widely accepted certification process for fire investigators in the world. He is a published author in the field of fire and arson investigation having been published in “Fire Engineering”, “Fire House” and “Selected Articles” of the International Association of Arson Investigators.He was a founding member of the Seneca County Fire Investigation Team, a team which over twenty five years later is the Unit called upon to assist fire chiefs in Seneca County determine the cause and origin of fires.At the request of the Seneca County Sheriff’s Department during the arson/homicide trial of Eric Parsons, Gary worked tirelessly behind the scenes. He was the first one called upon to assist, with verifying the credentials of the only defense witness, a expert fire cause and origin specialist – Mr. Ken Gibson, from the State of Texas. With Gary’s contacts and professional relationships throughout the United States, together with the New York State Police Violent Criminal Investigation Team they were able to refute and disprove Mr. Gibson’s purported credentials. The testimony he provided at trial was found to be incredible and baseless. In addition to being a Certified Police Instructor by the New York State Department of Criminal Justice, he is also a Life Member of the New York Chapter of the International Association of Arson Investigators, Hydrant Hose Co #1, Geneva Fire Department and Sons of the American Legion, Geneva, New York. Gary has three grown children and lives in Seneca Falls with his wife Diane.Sheriff Stenberg states that he has interviewed a number of fine qualified people for the position, and feels that at this time Gary Sullivan brings the highest level of respect of both his peers and the community to the Sheriff’s Office. He arrives with the ability to work with members at all levels , for the betterment of the organization , and it’s ability to protect and serve the citizens of Seneca County.
