Seneca County Sheriff Jack Stenberg reports that a Seneca County Registered Sex Offender has been arrested in the State of Utah. Arrested was: Stephen VanHorn, age 33, formerly of 1415 Main St. Willard, in the Town of Romulus. VanHorn is a level two sex offender. The case began while deputies were conducting a verification of Van Horn’s address in Willard. Deputies routinely check the addresses of all registered sex offenders in Seneca County. It was discovered that VanHorn no longer resided at his registered address and had failed to register a change of address with the Sheriff’s Office and with the N.Y.S. Department of Criminal Justice–both acts constituting felony charges. Investigation revealed that VanHorn was residing in the Eureka, California area. A warrant for Van Horn’s arrest was obtained from the Town of Romulus.On 08/10/08 VanHorn was located in Duchesne County, Utah where he had taken up yet another residence without registering. VanHorn was arrested on the Seneca County Sheriff’s Office charges by Utah authorities and was committed to the Duchesne County jail. Deputies have collaborated with the U.S. Marshall’s office and it is anticipated that VanHorn will be charged and prosecuted by federal authorities.Sheriff Stenberg has initiated a pro-active approach to policing sex offenders in Seneca County. Any offenders that are suspected to be in violation will be actively investigated and charged when in violation. In addition pro- active verification checks have resulted in three registered sex offenders in Seneca County being compelled to move as they were found to be in violation of the County’s proximity law that prohibits level two and three sex offenders from living within 500 feet of schools, registered day cares and other protected locations.
