On Wednesday evening around 7:15 pm, the Waterloo Police Department arrested Jennifer L. Carmell, age 32, of 1225 Wat-Gen Rd Lot B on charges of Obstruction of Governmental Administration 2nd degree. The charges stem from an incident were her car became disabled and unable to move out of the roadway on W. Main Street, blocking traffic in the westbound lane. After police arrived and summoned a tow truck to remove the vehicle, Carmell became upset and argued with police and the tow company and attempted to prevent the car from being moved away. She was issued an appearance tickey to appear in Waterloo Village Court on 7/16/08.
