Seneca County Sheriff’s Deputies responded to a two-car motor vehicle accident on Pre-Emption Rd. in the Town of Waterloo. A vehicle being operated by Bryan A. Kisner, 45, of 677 Ninefoot Road in Clyde had just backed out of a driveway and was starting to proceed southbound on Pre-Emption Street, but failed to see a southbound vehicle being operated by Jessica M. Orlopp, 17, of 1957 Pre-Emption Street in Waterloo. Orlopp’s vehicle then struck Kisner’s vehicle in the rear. Both drivers refused medical attention at the scene with North Seneca Ambulance. The Border City Fire Department also assisted at the scene. Orlopp’s vehicle suffered extensive damage and was towed from the scene.
