Late last night Cayuga County Sheriff’s Deputies and Detectives captured escaped inmate Troy Swan. Sheriff Rob Outhouse says Swan was found at a residence on Jugg Street in the Town of Moravia. Swan is from Moravia. Deputies were working on a tip with New York State Police and were assisted at the scene by NYS ENCON Police and Moravia Village Police. Swan walked away from a prison work crew outside the jail Sunday morning. The Sheriff’s Department is investigating the circumstances of the escape to consider whether security measures or policies need to be changed, and whether disciplinary action should be taken against the deputy who was in charge of the five-inmate work crew. Swan was in jail on a charge of criminal possession of a weapon. He now has been charged with the felony count of second degree escape.
