State Police have identified a “person of interest” in connection with Saturday’s shooting of a State Trooper. 30 year old Trooper Sean Brown was shot while making a routine traffic stop with his partner Donald Will at about one o’clock Saturday morning on Parrott Road in the Chemung County town of Veteran. Authorities are looking for 43-year old Ralph Phillips, a.k.a, Bucky Phillps. He is described as being a Native American, 6 foot tall, weighing 240 pounds with black hair, possibly in a pony tail, with brown eyes. Phillips is an escapee of the Erie County jail and is considered armed and dangerous. State Police are now attempting to find a 1992 white pickup truck with “Chevrolet” written in blue letters across the back, tinted windows, a chrome diamond plate tool box and paint peeling from its roof. The truck has a NY license plate number of C-Y-L 5410 but authorities say the license plates on that truck could have been changed. Trooper Brown is listed in fair condition with a single gunshot wound at St. Joseph’s Hospital in Elmira. Anyone with information on the shooting should call Horseheads State Police at 607-739-8796.
